New Pastors Are Assigned to 21 Parishes

Pastors have been appointed at 21 parishes in the archdiocese, the Cardinal’s Office has announced.

The new pastors are Msgr. William Belford, St. Teresa’s, Staten Island; Father Levelt Germain, St. Joseph’s, Spring Valley; Father Anthony Giuliano, St. Charles Borromeo, Dover Plains; Father Robert Henry, Most Holy Trinity, Mamaroneck; Father Daniel Kearney, Ascension, Manhattan; Father Robert McKeon, St. Francis of Assisi, West Nyack; Father John McLoughlin, St. Theresa’s, Briarcliff Manor; Father Kevin Madigan, St. Thomas More, Manhattan; Father Vijaya Marneni, P.I.M.E., St. Ann’s, Manhattan; Father Alfredo Monteiro, St. Mary’s, Mount Vernon; Father Charles O’Connor, O.F.M., Holy Cross, Callicoon; Father Edward O’Halloran, St. Joseph’s, New Rochelle; Father Lino Otero, L.C., St. Peter’s, Yonkers; Msgr. John Paddack, Notre Dame, Manhattan; Father Michael Palazzo, Holy Name of Jesus, Otisville; Father Lawrence Paolicelli, St. Mary’s, Kingston; Father Robert Porpora, St. Denis, Hopewell Junction; Father George Sears, St. Mary’s, Poughkeepsie; Father Jean-Paul Soler, St. Denis, Yonkers; Father Joseph Tyrrell, St. Peter’s, Manhattan; and Father William Woodruff, St. John the Evangelist, Saugerties.

Msgr. William Belford, whose appointment becomes effective Aug. 1, has served as vicar for clergy since 2009. Before that he was chancellor of the archdiocese, 2007-2009. He was pastor of Blessed Kateri Tekakwitha parish, LaGrangeville and vicar of Dutchess County, 2002-2007. He was pastor of St. Catharine’s, Blauvelt, 1991-2002, and vicar of Rockland County, 1995-2002. He was director of the Office for Parish Councils, 1985-1991. He was parochial vicar of Our Lady of Grace and St. John’s, both in the Bronx, and at Sacred Heart in Suffern. He was ordained in 1974 and named a monsignor in 1995.

Father Levelt Germain, whose appointment takes effect Sept. 1, has served as pastor of Our Lady of Grace parish in the Bronx since 2009 and before that was administrator and parochial vicar there for two years. He was parochial vicar of Holy Rosary, the Bronx, 2002-2007. He was ordained in 2002.

Father Anthony Giuliano, whose appointment took effect July 15, had served as administrator of St. Charles Borromeo since last October. He previously was pastor of Holy Rosary, Hawthorne, 2000-2005, and St. Francis of Assisi, Mount Vernon and the Bronx, 1996-2000, where he also was parochial vicar for a year. He also served as parochial vicar of the following parishes: Christ the King, Yonkers; St. Christopher’s, Staten Island; St. Michael’s, Our Lady of Angels, St. Lucy’s and Holy Rosary, all in the Bronx, and Sacred Heart in Suffern. He was ordained in 1984.

Father Robert Henry, whose appointment took effect July 1, had served as temporary administrator of St. Mary’s, Kingston, since February. Before that he was parochial vicar of Immaculate Heart of Mary, Scarsdale, 2008-2011. He was pastor of St. Ann’s, Nyack, 1997-2008, and previously was administrator there for a year. He also was pastor of Immaculate Conception, Woodbourne, 1991-1996, and earlier was administrator there for a year. He also was parochial vicar at St. Mary’s, Fishkill; St. Aedan’s, Pearl River; and St. Elizabeth Ann Seton, Shrub Oak. He was ordained in 1979.

Father Daniel Kearney, whose appointment takes effect Sept. 1, has served as pastor of St. Elizabeth’s, Washington Heights, Manhattan, since 2007. He was pastor of Our Lady Queen of Martyrs, Manhattan, 1993-2007, and also was administrator there for more than a year. He was parochial vicar of Holy Family, the Bronx, 1987-1992. He was ordained in 1987.

Father Robert McKeon, whose appointment becomes effective Aug. 1, has served as pastor of St. Lawrence O’Toole, Brewster, since 2008. He also has been serving as administrator of Sacred Heart, Patterson, since last July. He was pastor of St. Gregory Barbarigo, Garnerville, 2004-2008, and had served as a parochial vicar there, 2001-2002. He previously was administrator of Sacred Heart, Patterson, 2002-2004. He was special assistant to the archbishop for vocations, 1993-2001. He also served at Blessed Sacrament, New Rochelle, and St. Eugene’s, Yonkers. He was ordained in 1990.

Father John McLoughlin, whose appointment took effect July 1, served since 1998 as pastor of St. Ursula’s, Mount Vernon, and previously was administrator there for more than a year. From 1994 to 1997 he was pastor of Most Holy Trinity Chapel at West Point. He also served briefly as temporary administrator of Infant Saviour, Pine Bush. He served as a U.S. Army chaplain, 1989-1994 and 1985-1987. He taught at Cardinal Spellman High School, 1979-1985, and at Cardinal Hayes High School, 1977-1979, both in the Bronx. He also served as parochial vicar at St. Margaret’s, Pearl River, and Annunciation, Crestwood. He was ordained in 1973.

Father Kevin Madigan, whose appointment becomes effective Aug. 1, has served since 2000 as pastor of St. Peter’s, Manhattan, and previously was administrator there for more than a year. He served as parochial vicar at Blessed Sacrament, Manhattan, 1989-1999; St. Lawrence O’Toole, Brewster, 1987-1989; and St. Matthew’s, Hastings-on-Hudson. He directed a ministry to alienated Catholics in Yorkville, Manhattan, 1978-1987. He was ordained in 1970.

Father Vijaya Marneni, P.I.M.E., whose appointment took effect July 15, had served for the past year as parochial vicar of St. Ann’s, Manhattan. He previously served in New Jersey and Michigan, and in Mexico. He was ordained for the Pontifical Institute for Foreign Missions (P.I.M.E.) in 2004 in his native India.

Father Alfredo Monteiro, whose appointment took effect July 15, had served as administrator at St. Mary’s, Mount Vernon, since last July. He served as parochial vicar at St. Lawrence O’Toole, Brewster, 2009-2011. He served at a parish in Orlando, Fla., 2006-2009. He served as parochial vicar at St. Gabriel’s and as chaplain at Sound Shore Hospital, both in New Rochelle, 2003-2006. He was also parochial vicar at St. Teresa’s, Manhattan, 1995-2003. He was ordained in 1973 in his native Goa, India, and was incardinated into the archdiocese in 2010.

Father Charles O’Connor, O.F.M., whose appointment becomes effective Aug. 1, has served at a parish in Providence, R.I., since 2002. He also taught for more than 20 years at Christ the King Seminary in Aurora. He served as parochial vicar at St. Francis of Assisi parish, Manhattan, 1973-1975. He holds a doctorate and a licentiate in sacred theology from Louvain University in Belgium. He was ordained for the Franciscans of the Holy Name Province in 1973.

Father Edward O’Halloran, whose appointment becomes effective Aug. 1, has served as parochial vicar of St. Patrick’s, Verplanck, since January. He was pastor of St. Denis, Yonkers, 1993-2011, and previously served there as administrator. He was on the faculty of Cathedral Prep Seminary, 1985-1993, and was parochial vicar of St. John’s, Kingsbridge, 1981-1985, and Our Lady of Solace, 1978-1981, both in the Bronx. He was ordained in 1978.

Father Lino Otero, L.C., whose appointment took effect July 1, had previously served for 11 years as a pastor and parochial vicar in the Diocese of Sacramento, Calif. He was ordained for the Legionaries of Christ in 2001.

Msgr. John Paddack, whose appointment took effect July 15, had served as administrator of Notre Dame since last September. Before that he was administrator of Holy Family parish, the Bronx, for eight months. He was principal of Msgr. Farrell High School, Staten Island, 2002-2010. He also taught at St. Joseph by-the-Sea High School, Staten Island, and Cardinal Hayes High School, the Bronx. He earlier served as parochial vicar at Incarnation parish, Manhattan. He was ordained in 1984 and named a monsignor in 2006.

Father Michael Palazzo, whose appointment took effect July 1, had served since 2001 as pastor of Regina Coeli, Hyde Park, and previously was administrator there for more than a year. He was parochial vicar at St. Columba’s, Hopewell Junction, 1996-2001. He briefly was administrator of St. Aloysius, Livingston Manor, in 1996. He served as parochial vicar of Resurrection, Rye; St. John the Evangelist, Mahopac; and St. Augustine’s, New City. He was ordained in 1987.

Father Lawrence Paolicelli, whose appointment took effect July 1, had served as parochial vicar of St. Patrick’s, Newburgh, since January. He was pastor of St. Augustine’s, Highland, 2003-2010. He was administrator of St. Mary of the Assumption, Katonah, 1999-2003. He was on the faculty at Cardinal Spellman High School, the Bronx, 1992-1999. He served as parochial vicar of St. Brendan’s, the Bronx; St. Gregory the Great, Harrison; and St. Teresa’s, Staten Island. He was ordained in 1984.

Father Robert Porpora, whose appointment took effect July 1, had served since 2000 as pastor of Holy Cross parish, South Centerville, where he previously was administrator for a year. He also served as parochial vicar of Our Lady Star of the Sea, Staten Island, 1995-1999, and St. Ann’s, Yonkers, 1990-1995. He was ordained in 1990.

Father George Sears, whose appointment took effect July 15, had served as administrator at St. Mary’s, Poughkeepsie, since last July. He served as parochial vicar at St. Rose of Lima/Our Lady of Esperanza, Manhattan, 2006-2011, and Our Lady of Angels in the Bronx, 2005-2006. He was ordained in 2005.

Father Jean-Paul Soler, whose appointment took effect July 15, had served as administrator at St. Denis, Yonkers, since last July. He served as parochial vicar at Our Lady Queen of Martyrs, Manhattan, 2007-2011. He was ordained in 2007.

Father Joseph Tyrrell, whose appointment will take effect Sept. 1, has served as parochial vicar and master of ceremonies at St. Patrick’s Cathedral since 2008. Before that he was parochial vicar of Epiphany parish, Manhattan, 2003-2008. He was administrator of Our Lady of Lourdes, Manhattan, 2000-2003. He was parochial vicar of the following parishes: St. Philip Neri, the Bronx, 1998-2000; St. Raymond’s, the Bronx, 1994-1998; St. Mary of the Assumption, Katonah, 1993-1994; and Notre Dame, Manhattan, 1989-1993. He was ordained in 1989.

Father William Woodruff, whose appointment took effect July 15, has served as administrator at St. John the Evangelist, Saugerties, since last July. He served as parochial vicar at Assumption, Maybrook, 2005-2011; St. John the Evangelist, Mahopac, 1996-2005; St. Patrick’s, Newburgh, 1990-1996; and Holy Family, Staten Island, 1982-1990. He was ordained in 1982.
