Mr. Conroy's letter (CNY, Dec. 17) about a Dec. 3 article on excluding undocumented immigrants from the census is incorrect. The section of the Constitution he cites apportions representatives “counting the whole number of persons in each state,” not the whole number of citizens or voters. The section then goes on to talk about voters and a penalty for denying the vote to eligible males, so the authors knew the difference between “person” and “voter.”

If Mr. Conroy feels that only voters deserve representation, a Constitutional amendment to that end is his only option.
