Brooklyn Priest Appointed President, CEO of Fidelis Care

Father Patrick J. Frawley, a priest of the Diocese of Brooklyn, has been appointed president and chief executive officer of Fidelis Care, the New York State Catholic Health Plan, the company recently announced.

Also, David P. Thomas has been named executive vice president and chief operating officer.

Father Frawley had served as interim president and CEO since the death of president and CEO Mark L. Lane in July. Father Frawley joined Fidelis Care in 1996 as executive vice president and COO. He worked with Lane in leading the plan’s expansion from its initial service area in Brooklyn to 59 of the state’s 62 counties.

Under their leadership, Fidelis Care grew steadily in membership, geographic service area, and in the diversity of programs, care and services for members. It is now the largest government programs-based health plan in New York state, serving nearly 825,000 members.

In his new post, Thomas is responsible for leadership and oversight across all divisions of Fidelis Care, working to position the company for continued growth and expansion, while maintaining its commitment to providing members and providers with the highest quality care and service.

Thomas has held positions of increasing responsibility since joining Fidelis Care in 1999. He was appointed vice president in 2001, and served as senior vice president, operations, 2006-2009, when he became senior vice president and chief administrative officer.
